Pacific Northwest Emergency Management Arrangement (PNEMA)
PNEMA is an international mutual aid agreement between Alaska, Idaho, Oregon, Washington, British Columbia, and Yukon. It enhances cross-border cooperation by sharing personnel, equipment, and information during emergencies.
- Supports preparedness, response, and recovery across the region.
- Covers public health, specimen/data sharing, and evacuation coordination.
- Provides a legal framework for resources crossing the U.S.–Canada border.
Northern Emergency Management Assistance Compact (NEMAC)
NEMAC connects central and prairie states and provinces, including Michigan, Minnesota, Wisconsin, North Dakota, South Dakota, Montana, Manitoba, Saskatchewan, and Ontario.
- Facilitates mutual aid for northern and prairie hazards.
- Supports sharing of personnel, equipment, and expertise.
- Strengthens cross-border coordination for response and recovery.
International Emergency Management Assistance Compact (IEMAC)
IEMAC links the New England states (CT, ME, MA, NH, RI, VT) with eastern Canadian provinces (NB, NL, NS, PE, QC).
- Allows rapid request and deployment of cross-border resources.
- Supports preparedness, response, and recovery operations.
- Does not require a disaster declaration to activate assistance.
The three international mutual aid agreements - PNEMA, IEMAC, and NEMAC - extend EMAC’s proven mutual aid model across the U.S.–Canada border.
These compacts enable member states and provinces to request and send assistance without requiring a formal Declaration of Emergency.
Through processes, liability protections, reimbursement mechanisms, and coordinated resource management, these agreements enhance resilience across entire regions and strengthen the collective ability to respond to all-hazards incidents.

IEMAC
The International Emergency Management Group (IEMG) manages the International Emergency Management Assistance Compact (IEMAC) which provides for the possibility of mutual assistance in managing an emergency or disaster among participating jurisdictions.
Through a Memorandum of Understanding (The Compact), and in support of Resolution 23-5 of Conference of New England Governors and Eastern Canadian Premiers, the IEMG also supports the process of planning, mutual cooperation, and emergency-related exercises, testing and other training activities.
