Transportation and Highway
When disasters strike, restoring safe and reliable transportation access is critical for response and recovery.
Through the Emergency Management Assistance Compact (EMAC), states can quickly share highway and transportation crews, equipment, and expertise to reopen essential routes and keep supplies and responders moving.
Capabilities include:
- Road and Bridge Repair: Deploying skilled crews and equipment to repair damaged roadways, bridges, and critical infrastructure
- Debris Removal: Clearing downed trees, vehicles, and disaster debris to restore safe passage for emergency responders and the public
- Traffic Management & Safety: Providing traffic control equipment and personnel to support evacuations, detours, and emergency access
- Heavy Equipment Support: Supplying trucks, loaders, graders, and other assets to speed up transportation recovery
- Specialized Expertise: Offering engineers, planners, and transportation officials to advise on repair strategies and long-term recovery planning
By leveraging EMAC, states ensure that impacted communities regain access to lifelines faster - supporting rescue operations, supply distribution, and economic recovery.

The Transportation & Highway Mission Ready Package (MRP) templates were developed through a collaborative effort with Hagerty Consulting, The American Association of State Highway and Transportation Officials (AASHTO) and WSP, with valuable input from AASHTO members.
We extend our sincere thanks to these partners for their dedication, expertise, and commitment to strengthening mutual aid. Their work ensures that states have standardized, practical tools to build and deploy highway and transportation resources more effectively through EMAC - speeding recovery, restoring lifelines, and helping communities rebound faster after disasters.
