EMAC Advisory Group

The EMAC Advisory Group, established in 2006, was identified as a need in the after-action report from Hurricane Katrina. Prior to 2004, EMAC response was comprised of state emergency management and National Guard personnel. Following 2004, the potential of EMAC was realized, and EMAC is used today for all response and recovery personnel.

National organizations have a venue through the EMAC Advisory Group to work in coordination with the EMAC Committee membership to continually improve EMAC throughout the nation. EMAC Advisory Group Mission: To facilitate the effective integration of multi-discipline emergency response and recovery assets for nationwide mutual aid through the Emergency Management Assistance Compact.

EMAC Advisory Group Roles and Responsibilities:

  1. Represent the issues, position, resource capabilities, and requirements of the respective disciplines and national organizations
  2. Share information with national memberships, solicit feedback and provide responses to NEMA on EMAC-related issues
  3. Facilitate outreach, education, and training opportunities on EMAC
  4. Share situational awareness information with national memberships, organizations, and agencies during major EMAC activities, as necessary and appropriate
  5. Participate in conference calls, meetings, and after-action reviews on behalf of national membership
  6. Identify and share best practices
  7. Provide guidance for the strategic direction of EMAC
  8. Identify emerging issues that will impact the development of EMAC
  9. Provide a connection between other mechanisms to provide aid and EMAC
  10. Gather and share information
  11. Network in the states to pre-plan for EMAC deployments

 

NEMA Roles and Responsibilities to the EMAC Advisory Group:

    1. Provide a forum for input
    2. Work to resolve issues to the satisfaction of EMAC users
    3. Assist with training and education for disciplines
    4. Share critical information for disciplines during major activations
    5. Be outcome/product oriented
    6. Remain true to the legislated articles of EMAC
    7. Provide opportunities for input to EMAC protocols, procedures, etc.
    8. Distill the issues that were identified in meetings and circulate them to the members for comments/edits, to be used as briefing points in later meetings
    9. Develop exportable training packages for member organizations to be used as part of their training and awareness
    10. Host educational opportunities
